iCloud-Locked and Carrier-Locked Phones in Nigeria: Why the Cheap Ones Are Cheap

A locked phone is one you cannot fully use. There are two separate locks, they are not the same problem, and only one of them is sometimes fixable.

Locked handsets are the main reason a listing can look ₦700,000 cheaper than the market. Cost.ng does not publish prices for them, so no figure anywhere on this site is dragged down by a phone you cannot actually use. This page explains what you are looking at when you see one.

The two locks, and why the difference matters

There are two locks and only one can ever be removed. A carrier lock can sometimes be undone by the network that applied it; an activation lock can only be removed by the original owner signing out.

A carrier-locked phone is a limited phone. An activation-locked phone is, for practical purposes, not a phone at all, it is a glass rectangle that displays someone else’s email address.

What locked phones actually cost, and why that gap is the warning

On 11 September 2026 we recorded these iPhone 17 Pro Max 256GB listings side by side:

All four were advertised as brand new. Three of them cannot be used normally.

That is a discount of 32% to 40% against the cheapest genuine unlocked unit. Of 201 used iPhone 17 Pro Max listings, 12 sat under ₦1,100,000, and that band is predominantly locked stock.

How to check before you pay

Two minutes, in person, before money moves. Apple documents how Activation Lock works if you want the official position.

  1. Ask the seller to sign out. Settings → tap their name at the top → Sign Out. If they cannot, or the account is not theirs, stop there.
  2. Ask them to erase the phone in front of you. Settings → General → Transfer or Reset iPhone → Erase All Content and Settings. Then watch it restart.
  3. Set it up yourself. If the setup screen asks for someone else’s Apple Account, the phone is activation-locked. Walk away.
  4. Put your SIM in. If it will not register on your network, it is carrier-locked.
  5. Check the IMEI. Dial *#06# and confirm it matches the box and Settings → General → About.

A seller who wants to hand over a phone that is already set up, or who says they will “send the unlock later”, is asking you to pay for a problem.

On “unlocking services”

There is a visible trade in Nigeria offering to remove activation locks for a fee. We do not publish methods, tools, or vendor recommendations for this, and we will not.

The reason is simple. An activation lock exists to make a stolen iPhone worthless to whoever stole it. That is the entire point of the feature, and it is the main thing protecting anyone in Lagos traffic with a phone in their hand. Helping people defeat it makes phone theft more profitable, and the person who pays for that is the next person robbed.

Practically: most of these services do not work, some install malware, and a “bypass” that does appear to work usually breaks on the next iOS update, leaving you with the same locked phone and less money.

A carrier lock is different. That one is legitimate to remove, but only the network that applied it can do it, usually once the original contract is settled. If a seller claims a phone is “carrier unlocked”, test it with your own SIM before paying.

If you have already bought one

  • Go back to the seller first. If the sale was recent and you have their details, a refund is your best outcome. Many sellers will settle rather than have the complaint follow them.
  • If you bought on a marketplace, report it. Jiji and similar platforms have dispute processes, and a reported seller is harder to ignore.
  • Do not buy a bypass. You will usually lose the second payment as well.
  • Accept the loss early if you must. An activation-locked iPhone has resale value only for parts, and that value is a fraction of what you paid.

Including them would make every price on this site look better and be less true. A “lowest price” you cannot safely buy is not a price, it is a decoy, and a site that publishes it is helping move stolen handsets by making them look like bargains.
